"The beneficiaries are drug users who surrendered and (have) completed or (are currently) enrolled in community-based rehab programs," Lapeña told the Philippine News Agency (PNA).
TESDA and DDB earlier signed a partnership for the "Tahanang Pangkabuhayan" (Livelihood Home), an intervention and development project.
Lapeña said they are expecting some 500 beneficiaries during the pilot runs set to be held nationwide this year.
He said a technical working group (TWG) composed of people from TESDA and DDB who will select the beneficiaries will probably be created next week.

In a statement on Wednesday, TESDA said the project would serve as an intervention and work therapy to beneficiaries while undergoing treatment.
Skills development and livelihood projects would help in the drug surrender's reintegration into the society, as well as lift their economic status, it added.
Like other TESDA graduates, beneficiaries of Tahanang Pangkabuhayan will also receive a national certificate (NC) once they complete the course.
TESDA would mobilize its local offices and accredited trainers, technology institutions to facilitate competency assessments and skills training of the beneficiaries. It will also provide tools, starter kits, and equipment for program sustainability.
DDB, for its part, would provide the funding and resources for the training, as well as to conduct advocacy and capability programs in coordination with concerned local government units.
Lapeña said drug surrenderers have been among their priority beneficiaries in partnership with the DDB.
