Mayor Marcelino “Marcy” Teodoro signed City Ordinance 078 series 2019 or the “Libreng Pag-aaral sa Pagdodoktor para sa Marikenos”, during a ceremony at the Shoe Hall on Monday.
Vice Mayor Marion Andres, a doctor of medicine himself, authored the ordinance to provide an opportunity to aspiring doctors who cannot afford to pursue their careers in the medical field.
“I am also a beneficiary of a college scholarship. That’s why I was able to study medicine (even though) I came from a poor family. My father was a war veteran. That’s why I was able to avail of a medical scholarship,” Andres said in a statement.
“Because of this reason, I authored this ordinance to help aspiring doctors. I promised this to our fellow Marikenos during the campaign period. That is why I fulfilled it,” he added.
Under the city ordinance, the medical scholarship grant can only be availed of at the Pamantasan ng Lungsod ng Maynila, Far Eastern University, Emilio Aguinaldo College, Manila Central University, University of Santo Tomas, Fatima University, University of the East, University of Perpetual Help System-DALTA, and St. Luke’s College of Medicine.
The scholarship applicants, according to the ordinance, must pass the entrance examination for medicine, a bona fide Marikina resident, and not more than 30 years of age upon graduating from a pre-medicine course.
The applicants must also write a letter of intent availing of the scholarship grant, has obtained any bachelor’s degree that is construed as a pre-medicine course, and has passed and has been endorsed by the city’s Medical Scholarship Grant Secretariat and the Medical Scholarship Board.
The medical scholarship program, as provided in Section 4 of the ordinance, will only be limited to five slots per school year.
Section 9 of the ordinance, on the other hand, states that medical students on their second to fourth year can also avail of the scholarship.
Teodoro said medical scholars must render two years of professional service to the city government of Marikina after they pass the board exam.
“So, ang kabutihang tinanggap nila ay they will pay forward sa mga residente sa siyudad nila (The blessings they have received, they will pay forward to the city residents). They will apply everything they learned,” he said in a statement.

Teodoro commended Andres for consistently pushing education programs, such as the city ordinance that will produce doctors for the city.
“Ang dapat gawing modelo ng mga konsehal natin ay si Dr. Marion (Our counselors should emulate Dr. Marion as a model in public service),” he said after signing the ordinance.
The Medical Scholarship Board is composed of the mayor as chairman, the vice mayor as vice chairman, and the chairman of the Committee on Education of the Sangguniang Panlungsod (City Council).
The amount of the scholarship grant per semester will be determined by the chairman of the Medical Scholarship Board. The grant may be used for the scholar’s tuition, transportation, allowances, board and lodging allowances, uniforms, textbooks, and other necessary supplies.
The funding for the scholarship program will be sourced from the School Board or the General Fund of the Local Government of Marikina.
The local government targets to start implementing this program next academic year.
