Mayor Isko signs ordinances for monthly allowance of Grade 12 students, solo parents, senior citizens, PWDs

Mayor Isko Moreno yesterday signed into law two ordinances containing social amelioration measures worth about P1 billion and which would grant monthly allowances of P500 to senior citizens, persons with disability, solo parents and Grade 12 students from public schools being run by  the Manila city government.


During yesterday’s signing, which was witnessed by secretary to the mayor Bernie Ang, Vice Mayor and Council Presiding Officer Honey Lacuna, majority floorleader Atty. Joel Chua and 23 majority councilors, Moreno said the entire package would cost P1 billion and will be included in the 2020 budget following a meeting with the city’s local finance committee a couple of months from now.

Moreno lauded Lacuna and Chua for the swift passage of the social amelioration ordinances, saying that in his 18 years as an alderman in Manila, it is only now that ordinances got passed in a matter of only three weeks. Ordinances pass through the first, second and third reading and usually take much longer before they are finally enacted into law.

‘May mga bagay na short term, band-aid at longterm. Itong batas na ito, maski wala na kami, mapapakinabangan. Pag me batas, me kapanatagan unlike kung alkalde lang ang nagdesisyon, pwedeng ibigay, pwedeng hindi,’ Moreno stressed.

Moreno also announced that he had talked with owners of food chains in the city to request that they accept for employment senior citizens and PWDs.

‘If Americans, Singaporeans and the Japanese can do it, Why not Manilenos?’ he said, as he advised senior citizens and PWDs to start coordinating with the city’s public service employment office (PESO).

The mayor added that during his meeting with businessmen operating in the city, he had likewise asked them to make sure that if they would open new branches, 70 percent of their employees must be Manila residents.
After signing the said ordinances, Moreno said the senior citizens will no longer have to go out of their way to claim their monthly financial assistance as they will be given ATM cards.

‘Ayoko na kayo ay pipila o pupunta pa sa mga sports complex. Magkakaroon kayo ng ATM. Pero ‘wag ninyo ipamimigay ang PIN ha. Bawal din itong isanla,’ Moreno quipped.

In saying he would bring Makati to Manila, Moreno said he is not ashamed to say that he plans to copy the social amelioration programs of Makati City for the benefit of the city residents.
